What Are VOCs?

Volatile Organic Compounds (VOCs) are a broad group of carbon-containing chemicals that readily evaporate into the air at normal temperatures. VOCs are commonly found in solvents, fuels, paints, coatings, adhesives, cleaning products, degreasers, laboratory chemicals, and numerous manufacturing processes. Exposure most commonly occurs through inhalation, although some VOCs can also be absorbed through the skin.
Because VOCs encompass hundreds of individual chemicals with differing toxicological properties, occupational exposure assessments must evaluate the specific compounds present in the workplace rather than treating all VOCs as a single contaminant.
OSHA Air Contaminants Standard 29 CFR
1910.1000 – Air Contaminants
This standard establishes permissible exposure limits (PELs) for numerous airborne contaminants commonly classified as VOCs, including acetone, toluene, xylene, methyl ethyl ketone, and many chlorinated solvents. Employers must ensure employee exposures do not exceed applicable limits
OSHA Toxic and Hazardous Substances Standards
29 CFR 1910 -Subpart Z
Certain VOCs are subject to their own substance-specific OSHA standards that impose requirements beyond simple exposure limits, including exposure monitoring, regulated areas, medical surveillance, employee training, and recordkeeping. These standards are found in 29 CFR 1910 Subpart Z – Toxic and Hazardous Substances.

High-concentration exposures may result in loss of coordination, unconsciousness, or other serious health effects depending on the compound involved.

VOCs with Greater Regulatory Burden
While many VOCs are regulated only under OSHA’s Air Contaminants Standard, several compounds have substantially greater compliance requirements because OSHA has promulgated substance-specific standards.

Benzene – 29 CFR 1910.1028
Benzene is a known human carcinogen associated with leukemia and other blood disorders. OSHA requires exposure monitoring, medical surveillance, training, regulated areas under certain circumstances, and extensive recordkeeping
